On my personal experience (I know this is off topic of the thread but a useful bit of info), if you go with max bonus source time/extraction rate/land specialization prospection, you'll get more mats pulled per level of harvest. Pulling 7 mats at highest Q for my skill, i'll get about 1500xp, pulling 14, i get around 2200. Twice the mats, but only 50% more xp.
At 151 harvest, using aggressive rate 5 with +25 sec source time I'm making 2 levels of craft (this is for making things at highest possible quality, aka 110 HA vest making q120) I'll make, on average, for 1 level in harvest.
This is just my own personal experience.

So, to recap, you can only sell to merchant NPCs and Hawkers and I don't think this will change anytime soon.
The local/outland suppliers ask for mission mats and crafted gear. As do the hawkers. Saying they will give you a better price for the items on their list (which is how it used to work pre-patch 1). While one can still check for their lists (target them and then right click and select the 'what are you looking to buy' line), suppliers do not purchase anything, and the hawkers pay the same for the items on their list as for items that are not on the list.
So, while they do sometimes ask for mission mats, there are a number of non-mission mats listed that they want. Removing the listing for what they want to buy, or making it so they will buy(for suppliers) or will pay more (for the hawkers) would be a good deal in either scenario, since that option to check is still in game.
