Yes, no. Yes, you can flee into water. No, they won't follow you, they'll leave the fight.
That leads to the other question not asked: no, there are mechanisms that prevent exploiting that

You are correct, ofc, but I wanted to add one little detail to this. Some mobs (bandits, some boss guards) will stop attacking but may linger by the edge of the water. To get them to give up completely and return to their camp, swim about 50m away from the shore.
