I recommend after paying to stick around on starter island till xp gets very slow, (50-60ish in at least all combat and harvesting) This will give you a great start on mainland.
Very good advice generally, but I personally would disagree with this part. Getting to lvl 50 (let alone 60, eesh) is an ugly slow low XP grind on the island. The mobs aren't really designed to take you past lvl 30. By most standards XP has gotten very slow at that point on Silan.
I think a big reason for the lvl 21 cap on the island is to get people to move on a little quicker. It's easy to want to get to lvl 50 when it's completely free, but after you've subscribed already there's a little more motivation to head to the mainland sooner.
If you get to lvl 50+ in everything, you've already exhausted the use of the first region you enter on the mainland, as that caps at lvl 50. I think it would be much more enjoyable to come at lvl 30 and then do more leveling in your capital zone on the mainland rather then having to ship out to a higher region immediately to get any good XP.
My general advise for when to leave Silan is when you've completed all the missions. Ignore levels. Take every task you can get and go from start to finish with all the mission givers. Even both Kami and Karavan, it doesn't do anything but benefit you to do both. You'll learn a lot, get some good gear, and be ready for the mainland. Of course you can stay on Silan longer if you're really having fun, but don't stay just to hit some level.
We have suckling yubos and up at all the capitals, so there would be things to hunt even if arriving at lvl 1.
Overall have fun, and enjoy your stay!
