What's the procedure if a mission can't be completed? Is there a petition function to raise the issue to a GM?

Yes, you can open a ticket, if you have a problem like this.
It is hidden behind the violet question mark, and then support.

You can search for the specialist bandit at the cratcha grove south east of the lake. ( I hope I remember this right ). Watch out for a light grey dot on the compass. I think a 125m radius will help you to locate the bandit.

Bear in mind there are 3 bandit related quests (not including the leaders).
For one you need to kill some gooheads in the ruins until you get a quest update, another you need to kill some chlorogoo NE of the lake, and the 3rd is to kill the specialist bandit. When I was on the island I regularly saw people getting the 3 mixed up and trying to find or kill the wrong mobs.

If your mission link on the radar is greyed out, it's possible you're not on the "specialist bandit" one rather than it being a bug. Might be worth just double checking.

I'm not sure whether it greys out if the bandit has been killed and hasn't yet re-popped, never got the opportunity to check that out. Re-pop is only about 5 mins max.

you can abandon the mission if all things fail, and then go and grab it again. Be sure to note the details then hehe

Not while on Silan. Those missions can't be dropped.

That being said, I'm not sure what the issue could be. Though I have a feeling its already been resolved.
