It is sensible to have some sort of limit on it.
While what you say makes sense, I think it's not exactly that, if I understood correctly. A player without points will be able to create a scenario starting from a square-plain-ugly-EP2-like map putting yubos and boxes on it, e.g. 40 yubos and 40 boxes, 40 moving entities, 40 static entities in Map-ID = 10. A Master Forest Ringer will be able to start from a beatiful map, Map-ID = 40, putting a mix of yubos, bodocs, caprynis but as long as ther are less than 80 entities, the resources are mostly the same.
The other question: let's say I can create a scenario that will be enabled as long as I stay in game, and I would need to pay to create a perm scenario. What if I never log off?
