Interesting point, but imho hard to implement and balance. And players would tend to artificially make fights longer if that meant more xp on a long time scale. Don't look too far, those who were here for Ryzom beta will remember how XP was earned then: action based, and without cap. The more you use a skill, the more you get xp. result? players killing kipees with cold 1 (more actions, thus more xp), spamming heals, etc.
Don't get me wrong, not saying that I can't be done, but when I think about it, ther are not a lot of new xp paradigms other than mob=cake with xp.
