Okay for the "rules", but as for any kind of guilds, you need background :
- where does the elders come from (RolePlay) ?
- how do they want the future to be ?
- what is your position about other races ? tribes ?
- what is the policital opinion (dictatorial/demo,+ xenophobia, ... RP) ?
with those, you deduce the "right behavior" with other guilds. with internal hierarchy too. etc etc...
You have to deal with RoA and TNE for example.
Seems you're not a "warfare-oriented" guild, so what about outpost, diplomacy, etc... ?
Your "recruiting system" is careful about members. You may be disliked, but also respected because of seriousness. It's my idea, but with the name of your guild you can start a really good roleplay. Your starting rules sounds like having The Wisdom. Good point, you can create small quest for people who want some of them
