Seems a very strange ruling to me, if its just because there is a Dragon in the story. There are "Elders" and especially "Atys" in the story too, but these are allowed.

no worries OZ, was about to say the same, that I was allowed to reg a guld w/ both atys + elder , and that you couldnt do w/ dragon

We usually guild ppl that:
1- we already know
or
2- we've played a bit with
thats the best way to get only ppl you like, and keep a friendly atmosphere.
no powergamers, no l33ts, no 9yo (dont have nothing against them, but the kiddish types, no thanks)

Okay for the "rules", but as for any kind of guilds, you need background :
- where does the elders come from (RolePlay) ?
- how do they want the future to be ?
- what is your position about other races ? tribes ?
- what is the policital opinion (dictatorial/demo,+ xenophobia, ... RP) ?
with those, you deduce the "right behavior" with other guilds. with internal hierarchy too. etc etc...
You have to deal with RoA and TNE for example.
Seems you're not a "warfare-oriented" guild, so what about outpost, diplomacy, etc... ?
Your "recruiting system" is careful about members. You may be disliked, but also respected because of seriousness. It's my idea, but with the name of your guild you can start a really good roleplay. Your starting rules sounds like having The Wisdom. Good point, you can create small quest for people who want some of them
