Start hunting or travelling, put a healer into their appartment. Hunt for a while, opps a group wipe, wait till a cearing in the area occurs, have the healer leave their appartment (return to point of tp), rez the team and go back to hiding.

This wouldn't work. The TP ticket would be TO the apartment only. Not a TP to some random area that doesn't have a TP in it.

TP tickets don't currently return you to the point of TP now, so don't think ones for apartments or GH's would either. If you walk out the door of your GH/Apt you end up outside your front door, not where you Tped from.

Someone once suggested a kind of 'multi-ride' tp ticket, that you buy once and keep forever, but which deducts the tp price from your dappers any time it is used. I have no problem with paying for teleports, hell, double the price !

I do agree that tp-to-apartment will reduce the social/neighbourhood aspect, but people will still need to walk out (... or tp to altars ).
The other point raised was that instant access to apartments will make packers less attractive -from a utility/cargo viewpoint, not a social/'companionship' relationship , and I'm not really sure how that could be balanced.

not really packers can be used for the "normal" orders for me that would be exellent burning ql200 swords

for the out of race orders like waving or supreme it would be easy to be able to tp to ur app + it actually should cost money so packers will still be used a lot
