Ballance is what ranged needs, right now you are VERY right, ranged is the beaten and bleeding red headed step child. I would say that the OUTCOME of the tweeking of ranged should be to raise the FINAL damage AND range to NO less than that of the best equipped Mage of the EXACT same level, provided that the gun and ammo are also best possible. In other words, Range is too weak, Magic is gimped by the "linked spell" nonesense, but I am not even going to kick that sacred cow; but at least Magic CAN work. Ranged is like dragging a dead cow up hill, unpleasant and rather foolish.

My suggestion is to only allow people who are aligned with the Karavan to use guns. But then again only Kami followers should be allowed to use magic. And I doubt either will happen.

I love that idea! It would give homins are reason to really choose a side. The story does clearly say that the Kami thought homins the use of magic, and the Karavan thought homins the use of technology. It doesn't make much sense that a Karavan follower could use magic just as well as a Kami follower could. Though I'd say allow both sides to develop both skills up to a certain level, say 150, so that people don't have to choose a side right away. But I'm dreaming, such a thing should've been implemented right from the start. Implementing it now would be unfair to all the Karavan-aligned magicians.

How about quest prizes be ranged things for Karavan, and magic for Kami.
The basic stuff is for everyone, but the uber AOE is for a Kami, and the range increase or explosion range increase for the launcers. That type of stuff.

Not all spells are destructive like a ranged weapon is (supposed to be). What about healing magic? Do I have to shoot my teammate with a healing bullet? Spells like Root? Why do I have to lug around a tonne of heavy ammo but you just get nice light amps? By itself, implementing that suggestion would unbalance the game pretty badly IMHO.
Maybe you have ideas to get around this, but given how badly Nevrax has "balanced" certain things, it's probably good they left each race basically identical except in flavor. Otherwise, we'd all have one more thing to complain about being out of whack.

What about them? If they wanted to learn magic they would have to become friendly with the Kami or use guns they would have to align with the Karavan. You don't honestly expect that a neutral person will always have the ability to learn and do the same things as people who align themselves with a group, do you? Or let me guess, it's not fair to the people who remain neutral. Well the people who actual dedicated themselves to a group should be treated better than those who don't make a choice. There are 2 very basic ideas that are the foundation for the Kami and the Karavan. The Kami know and teach magic. The Karavan know and teach some technology. Basically the way the game should of been setup is that the people who align with the Kami get to learn spells. So how do you deal with things like healing?
For the Kami you have spells. For the Karavan you have devices.
So lets say you align yourself with the Kami. You would learn a fantastic spell that creates an aura on your party that causes 25% of all hits to be changed into healing points.
If you picked the Karavan you would get a device that puts up a temporary forcefield around your party and causes instant healing.
And what about the neutral people?
They get to use herbs
Or lets say faster transportation.
The Kami followers get to learn how to fly. The Karavan get to learn how do use vehicles.
But all of this would mean that making a choice would have some strong benefits.

Why make it so that only the karavan vendors cary weapons and ammo, and only the kami carry magic scrolls to learn by, that suggests that only the kami teach magic and only the karavan teach weapondry.
There is not much point in being logical, 100% of the player base can learn 100% of the skill base.
There is no need to balance, when there is no balance, its all the same.
