Connection Window Question

Can someone please describe to me what the numbers in the connection window are quanitfying. Is it packets/sec, or bits/sec, or Kbits/sec. In addition, any feedback from Nevrax on why my Latency would change drastically would be nice. (Maybe it is not counting what I think it is.)

A state machine diagram of the states of the connection would be nice as well. How do I get a 'probe' or 'stalled' state, and what do I expect next. Will it ever recover from certain states?

It would be nice to know what is the proper response to certain situations.
