Bulk 301/300 aka bagbulkbug

so in a weird fluke i managed to get bulk 301/300

i was chain crafting ammo (getting both current and next-action to be the crafting so it was doing it without delay when i was taking items)

i have found one other person that hit this, they were also ammo crafting. no idea if its ammo specific, or for any item where bulk of mats is less than bulk of product. results and cure both seemed to work for this person as well. any additional data/cures/thoughts are most welcome.

results:
speed factor dropped to something like 35%
melee damage dropped on all weapons to 35% of normal
spell damage ditto
chance to hit also reduced
chance for spell failure/resistance increased by similar factor
change for bullets to do no damage.... ditto
change to successfully craft... likewise affected
harvesting: did not test

reducing bulk to 299/300 - reduction factor was 38%
reducing bulk down to 192/300 - finally back to speed 100%
bulk goes up to 200 - back down to 85%
reduce to 192, relog, go back to 200 - back to 85%
strip to 72/300, relog, go back to 200 - same result

only cure i found was: strip down to get speed 100%, get a level. no need to relog. *i have no clue why this worked, i did it on a gut-feel lark*
