Can't ever reach target Q

so one thing i noticed while harvesting is that increase in Q drops as you approach your target now. one example, looking at the Q each pulse (with no spoiling):

27,53,71,91,112,132,144,153,161,168,176,182,187,191,194,196,198,199

so Q goes up 20 some for pulses in the beginning, and only one at the end. got 5 mats on this one, took over a minute, and still couldnt hit the 200 i was aiming for. THIS IS USING MAT SPEC GROUP, which makes Q go up 'faster'.

I was told by a GM that this was in fact 'working as intended'

so on *top* of having a lower target Q, i can't even reach it. Using Q230 i can get 205-209 regularly and i've topped at 219 (i havnt tried running a huge extract timer.... +7.5s still runs me out of focus by the end of one of these)
