I wouldn't bet on EE being more active than NA. UBI has been slow to distribute the game in England. Those playing on EE got their copies by ordering from French and German resellers. Most posts in EE forums are complaints about shipping delays and such. Right now, the EE threads (300 posts) in the game forums have 1/3 the activity of the French and German ones (1000 posts). In fact, this General forum has as much activity as the EE one and his only been up for a couple of days.
Unless you speak French or German, if you live in NA you will probably be better off playing in NA.
