I'm not the best person to be answering this, as I've only been playing a few days, but I'll take a stab at it, and let others fill out the details.
1. There are instanced player apartments and guildhalls. I haven't seen them yet, but I suspect they are similar to what Anarchy Online has.
2. It appears to be seamless.
3. No mounts yet. Next patch is supposed to introduce mounts for GMs, so maybe this is something for the future.
4. Looks hand made to me.
5. I'm still in newb land; can't comment on the cities.
So far the game seems decent. Graphics have the look of an animated drawing, which a few people don't like. They are pretty detailed however, and very nice. Kind of reminds me of DAoC. There are some occasional bursts of bad lag, but most of the time things run smoothly. The game balance needs some tweaking, but I think they will work things out eventually. Customer service seems to be exceptionally good.

First off a word of advice. Anyone who posts with the name unregistered is not playing the game. So do not listen to them. Here are some very honest unhyped answers to your questions.
1. are there any player dwellings? ie: houses, guildhalls, player towns, etc.
There are player apartments and guildhalls. Though at the moment it seems they are mostly for storage.
2. is the world seamless or is it seperated into zones
Each race has it's own set of lands. For example the Zorai live in the jungle. Each of the races lands are quite big. All of the lands are connected by going though the center of the planet called the Prime Roots. You can also go from land to land using teleporters. So to answer your question, each races lands are seperated but they are big enough where you don't feel cramped.
3. is there or will there be mounts?
GM's get them this patch. Next patch players get them. They want to make sure they are working 100% before letting everyone use them.

I would say it's totally handmade.

I can only speak for the Zorai cities as that is what I play. And Zora (the capital) is really actually quite big and spread out.
