The Old Man is almost certainly Muang Hoi-Gi. I've seen him enough times.
He was the homin behind the assasination of Govenor Still Wyler and the attempted assaination of Grand Sage Mabreka Cho.
This thread gives some of the backgorund of the situation and who Sage Oba had been.
It was also learned that Muang had been using the name of Oba as an alias.
As this Oba, along with his minion Wormbreath, he had commited numerous crimes throughout Atys.
As Muang said the Sage Oba had been transformed into a sort of 'boogeyman' that Zorai parents used to frieghten young children.
So which Oba returns?
The Sage, the Criminal or the 'Boogeyman'.

It seems this Old Man, or should I say Oba, only appears in Fairhaven. I wonder what he wants with the trykers now. It would be prudent to inform miss Mac'Kean and the marshal Rehn Kirran of his presence if it has not already been done. He has been involved in 2 attempted murders of government leaders, of which one succeeded...

Rehn and Deggan showed up at the stables yesterday. They are apparently interested in information on the "Old Man". I was not there for the first part of their visit but did manage to catch the end of it, which had basically turned into a fiasco by that point. A few Trykers were upset about housing prices and taxes. Rehn, as any politico, was unprepared for an unadoring crowd and quickly left the scene.
As best I can tell the purpose of their visit was to acquire and request info on the Old Man, Oba and the Voice. The "Old Man" I saw, was a member of the Black Circle, a tribe in the Grove of Umbra. I have also heard stories that years ago, it was said that the Oba and Wormtongue use to "haunt" Darkmoor. These are the places I have looked for him and plan to continue to monitor.
Surprisingly the Deputy Governor seemed to be sober and was coherent.
Do not forget that the Marauders are also actively scouting.

Riveit was there earlier but has little more to add. Deputy Governor Rehn appeared with War lord Deggan to ask if anyone had seen this Zorai Old Man. They said that he was possibly dangerous and of interest to the Tryker nation. They requested that Trykers keep an eye out for him and report any sightings and his whereabouts to them.

...so it seems he's been nosing around in the Lakelands mostly? I'll be camping there for now, maybe someone can loan me an apartment floor to sleep on in the meanwhile?
