I cannot see tattoos on others

I cannot see the tattoos or masks that other players have, only my own except on a rare occasion when I am in the training towers and someone else comes in as I am leaving... then for a moment I can see them.

I have tried usuing two different computers and this happens on both, I have heard from a few others that this also happens to them in game. I run everything at high gfx both in game setting as well as the prelog setting. I have an Alien wear computer as well as a home built computer with 256 video card memory and 1500megs of ram.

I am wondering if this is a bug that others have experienced as well and would like to know if there is anything that I can do to fix this. I know that seeing others tattoos is not a really big issue but I really think that I am missing out without them.
