Tribal Fame Bug

This is what I have been able to deduce happened to tribe fame after the "fame" patch.
If a character's personal fame with a tribe had been modified, either positively or negatively, the old personal fame was used as the new fame with the tribe.
If a character's personal fame with a tribe had not been modified, either positively or negatively, the old civilization fame was used as the new fame with the tribe. And any new modifications of the new fame modify from this number.
What this means in many cases is tribes that were not kill on sight for some players now are, and tribes that were kill on sight before patch are not (if the player had any personal fame with them). This sets up the crazy scenario where there can be a swing of over 100 points in the new personal fame with a tribe, based on a difference between players in the performance of only one mission. In fact, this sets up the inane situation where most people would have been better off killing tribes and gaining negative fame before the patch, because this usually results in only a mild negative fame which is not within the kill on sight range under the new fame system. In one case I had accumulated a negative personal fame with a tribe and they became kill on sight for me before the patch, but now they are not, because my personal fame with them is only -7. If I had done nothing to modify my personal fame before the patch, they would now be kill on sight for me (because the old civilization fame was less than -50).
To me the way the tribe fame has been implemented is completely unfair and does not follow the patch notes. Civilization fame was not supposed to influence overall personal fame, but it now does in cases where no fame modification occurred before the patch. In addition, wild differences in new personal fame with tribes occur between players just depending on whether the player performed even one mission for the tribe.
I have reported this bug multiple times (for different tribes). In some cases I have gotten the response that Nevrax is working on it, in others I have been told it is working as intended. If the latter, I seriously question Nevrax's intentions in this completely capricious implementation of tribe fame.
What should have happened, in my opinion, is that in cases where a player had no interaction with a tribe before the patch, the new personal fame should have been set to 0, rather than to the old civilization fame.
Please fix this problem, Nevrax, because having access to hawkers in tribe camps is now even more important for diggers, who now have much more restricted travel access.
