Taking over an outpost - Implemented yet?

Is it possible yet for a guild to take over an outpost? Is it implement yet? If so, please inform me how this is done. My guild have been searching for ways of doing this but have not found out how yet.

Totally the wrong thread to ask this question, but it does not appear the Outpost Clerks are back in town yet. When they moved many of the NPC's to safer areas for Kitin invasions, they vanished. Hopefully they will be back soon.
