What are the best materials for crafting weapons and armor, for example, which mats provide the most damage on melee weapons, or the most protection on armor? What mats make melee weapons glow or sparkle?

weapons genrally (axe/sword) need oath/big shell for damage then boss mats with high speed to make the weapon faster, as for sparkle and glow thats when you get to lvl 150 in a craft you can buy high quality plans

there are many thousends of recipe's for good equipment, a big part of being an accomplished crafter is to experiement. gather all the different materials you can and get testing.

in general terms dug mats have good damage and dodge, and quartered will have better parry, speed and protection stats. It will ruin half the fun if everyone posts recipes here

MedQ amps have sparklies, just less - thats somewhere between lvl 50 and 100.. I forget where exactly

You get MQ plans (armor, weaps, everything) when you hit 50 in the related craft. for HQ plans you need 150 in the specific branch, i.e. HQ MA Vest plans you get when you hit 150 MA vest...

The main reason no website excists with all the so called best recipes is either the desire not to spoil the fun for others or greed, not wanting to share with others.
Personally, I dont share my recipes with anyone because of a mixture of these two. Some friends I tell, but only the ones who tell me a tiny bit too. I dont want them to spoil my fun

We just don't know any! We tried to create a preview window for crafting but our grant at MIT and Stafford ran out of money

The general mix stated already gives you the best chance of getting what you want. You can get max damage or power using just choice mats (see oath/big shell example). The trick comes when you want it all. If you are serious about crafting (really serious) you'll get a feel for it. If that doesn't work grab 12 units of every mat needed at or above the quality you want to craft and mix and match until you get the preview bars where you want them and pray hard to Jena that they don't degrade.

Even if we break the DeVinci code that governs crafting we won't be posting recipes. I don't want to log in and see everyone wearing the same armor and wielding the same sword.

You must have the infamous 'Noin Horde of Mats.' And then play as specified by others.

Just one thing... You dont need excellent or supremes to make good gear... you'd be surprised how far you can get with choice and below.
