V is the most commonly occuring letter. Typically, if it is a substitution code, that means V = E...but that doesn't seem to work out...unless the conde completly lacks the word "the" or "that".

Then again...I am probably the worst person on the server at word puzzles.

Yes, but notice how small the differences in the occurance of the different letters are. Usually normal texts have a lot of E, S, A, R, and T, but very few X, Q, or Z. This text in comparison has almost an equal amount of every letter, so it's unlikely to be a substition or a transposition code.
