They have just been renamed tho, you still gain a nice new title at those lvls (Maybe black / white mage got removed cos its like final fantacy?)

They probably decided that the titles sounded too powerful for the lower levels. Black mage sounds like someone powerful, but if its only for a lvl 100 caster it could cause a false mental picture. Could also have to do with translating to different languages.
