...I agree the false declarations should stop and Nevrax has already announced changes to help prevent them (no more ending the declaration and increasing the costs). At some point, the false declarations will either bankrupt the guilds or stop.

Removing the option to end the declaration wont fix anything. All it means is it allows the opportunity for other players to actually attack the OP and try and force a change. Honestly can't see what their thinking was there because that bit's not gonna solve anything. They've just rushed a bodged quick fix in is all. Hasn't even been patched and a work around for one of the 'fixes' has already been thought up by someone (not me BTW).
Remains to be seen if the money angle will deter people.
