Neutrals can do missions for both factions and earn points from both swinging from one to the other as they seek to cash them in, though it would be easy enough to add some Trytonist camps and tasks as well perhaps.

guilds could defend there outpost from 'enemy' diggers
diggers might require guarding as in EP2 (and a role for Jyudas who doesnt like digging)
outposts could have a few guards patrolling to discourage digging

It seems a more fun idea than just letting people dig imo. something along these lines anyways. Some slight modification of the flagging system would need to be done for periods outside attack and defense rounds to stop everyone just choosing defense and being friendly :_)

If you must have conflict, etc, and to address the concerns of m1nion.. how about a Royalties arrangement, where in order to dig the cats near the OP, and gain benefits from the guards ( if only), you are given the choice of paying a royalty - as in Sash original sugestion.. for each xtal you dig, the owning guild gets one (automatically) , but if you choose to deny paying the royalty, you are tagged as hostile, a thief or raider..
Guilds could stage raids on hostile guilds, or help allied guilds.. and cats would be accesible to non-OP owners..

Rather than just a few hundred thou dapper for guards *yawn*.
Imagine the strongest OPs could be taken by repeat attacks, wearing down defences faster than crafters could repair them, making it a lot more dynamic changes in ownership.
But my REALLY REALLY BIG POST IN CAPITOLS POINT:
ANY SOURCE OF GOODIES SHOULD BE NO MORE OR LESS WORK THAN ANY OTHER SOURCE.
This means as OPs are not a lot of work really, you should be able to get plenty through other means with relatively little effort.
Or they need to turn down production on the OPs/turn up maintenance to balance.

As to Neutrals being able to gain fame in both factions, thats just daft, you dont follow either religion yet you can honour them and have their items, yeh that makes send 8)
