That's precisely the problem. The devs are too scared to take a position and go with it. They are trying to please everyone all at once. I've said it before, and I'll say it again - if this game is going to have a major PvP focus, then it can't have as much of a story focus. If the idea is to have a dynamic story, there will have to be less content. Design is all about making sacrifices - the worst thing you can do when designing a program is try to add every possible feature in. If they had focused on one thing and gone with it, we could have plenty of relevant content by now. But they made too many promises, and now they're trying to have engaging PvP, dynamic involving player-driven story, interesting world full of fun PvE content, and a whole set of half-baked ideas that need to sit in the oven a few years. They still seem to plan on implementing children and hairstylists!
And they're on a small budget - that means they have even less to work with, and they need to put even more focus into the game. They will lose some players, obviously, but right now they should be concentrating more on how to gain players than how to avoid losing them. Honestly, I doubt the current player base is covering costs. And if so, it's mainly just the French section.
But the main point is, when you try to do everything, you get nothing. If you're not willing to make sacrifices, you can't succeed in developing a project. And I am thinking more and more that the devs respect neither us nor themselves enough to make those hard choices that need to be made.
