Sounds good! Although I think 24hrs IN Game time is a bit much...I usually only get to play 1-2hrs, 2-3 times a week and 4-6 on the weekend. It'd take me 2-3weeks to turn it on and a couple months to turn it off. And NO MATER what is decided on PVP...keep arenas.
I would NOT put the PVP in areas needed for leveling IE hunting grounds OR foraging grounds. The suggestion of adding a clone zone (cut and paste N zone, original zone remains NON pvp, new zone IS pvp).
There should be NO penalties for not PVPing, and the bonuses to PVP should not be imballancing (IE it should not be TEN times as easy to level PVP than non).
Another thought you've prodded...How about a PvP Fight/Magic skill line? All the skills from all branches of fight and magic are in it, everybody starts at level 1, no HP/Sap upgrades in that line [or even better, though much extra work for Devs - separate HP & Sap lines for PvP only]
