Simple solution for Vic issues. Don't allow him in any escort parties and we won't see him in the roots for months.

I think the key to any PvP environment is choice. I like your immunity idea because it is a good compromise, giving the majority on both sides of the fence what they want. The only problem I could see that would arise is people claiming immunity until the other player isn't paying attention, shutting off immunity and slaying them, then becoming a immune to any retaliation. But there are a number of was that problem can be fixed.

A 1 hour timer would do it.

They could also have it similair to when you enter a zone you make the choice, or have it that you have to chose the 'pvp enabled/disabled' flag and then zone to have it take effect.
