This might be due to the patch 1 mob health reduction, a legitimate worry for the devs.[ Imagine a caster killing mobs worth some , if limited xp by the bucketload - in one cast.]
On the other hand , if you attack a whole group of mobs , without killing them all very fast. you die.
And it means the area effects are now largely usless for group healing too.

well if you believe that it is doing less dmg/heal than what is stated then put in a ticket with your explanation and it will be added to the list of fixes

at bomb 4 it starts getting better, but dont bother using it until then
i just got bomb 3, and while it is a slight improvement over bomb2 it still heals for less total amount for almost double the cost and 33% more cast speed
what it used to do was heal at the correct range, but it healed with a factor of 1 and healed up to 6 people, so pre patch it was quite good, now its crap
oh and not to mention it doesnt even heal the correct people. my bomb always heals the person i hit it with, and 2-3 other team members who coincidentially DOES NOT NEED that type of heal (hp, sap sta), they are full
quite a peculiar bug if you ask me

Bomb is much less effective than pre-patch, but if you never knew it you wont know the difference.
And yes they have lowered the effectiveness of the spell so that it is difficult to justify its use compared to single targeting.
However, it would certainly be a much better spell if the people you were casting it on remained close to each other, and within range of the effect. Part of the problem is simply getting your targets to understand how they should behave.
Personally I think the intent was to remove bomb from being a melee heal (only one melee should be getting hit anyway so you should only need a single target heal for him). Instead I might suggest that bomb is now a Casters heal, for casters who use HPs to power their spells (partly or fully) and who CAN stand in a grp nicely, bomb is actually useful. It is one cast, any HPs are good for a mage, and then you can return to healing the melee with a single target spell.
Its also good for emergencies, although in such cases most people are running all over the place...

Bomb used to be great for stam heals for groups of tanks...now not really necessary since most fights are over before melees can use up much stamina anyway, winning or losing.

I have noticed this that it seems to favor targets closer to it's max radius then to it's canter when slecting the seconday targets.
Second. Some aspects of the bomb functioned correctly before patch. Namely power reduction for secondary targets due to distance from center, and that's the figure mentioned in the description. There is no mentioning about base power reduced by 60%. And that is what is so out of whack.
Yes, healers should only have to concentrate on one target but sometimes teh forget to retaunt or the mob just switches target, that's when we Need the bomb and we Need it at pre-patch power.
