Alot of people making early decisions for leveling reasons and Zerg guilds able to offer these people what they want have a snowball effect going on.
Peeps join lvl fast, fight for what they see as the winning side then leave as they get bored not getting a clue as to half of what Atys is about, or really making decisions based on any clue as to what they are fighting for or who they are fighting against.
Any PvP mechanic will not be ideal for everyone, even if battles are fun, but one that is coupled to a bonus that can effectively disenfranchise half the population is madness.
