Indeed on Silan it would be a big boost and I can understand just how much you will like that extra 100 Focus (heh me too) , but will you also like the influx of noobs who havent learned not to cast with their Dagger or punch with their Amps ? , Silan was/is already SoR for Dummies , do we realy need to scrape that low to attract new players ?
Better imo to scrap DP and restore Stats on respawn (both Silan Only ofc), that could be explained by the higher powers looking after the Refugees and hopefully theyd still learn whats not a good idea to do on their run back from the Respawn point

The Buff/Debuff's always apear under my Map (top left screen with Player and Target next to it) so I had to be told by another player on ATS where it was , need to make the Buff/Debuff postion movable -please
