Yes, in for example, Yrkanis, they are all located in the southern part.

I once had < 0 fyros fame, and if you have < 0 fyros fame (this may have changed in a subsequent patch), you could not take missions from the city welcomer in Pyr.

I had to see the ambassador in Yrkanis, go out to Hidden source and get much DP, but eventually, managed to get 0 fyros fame, and 'fix' myself.

I reccomend useing ryzom.raum.com use there map and filtering only NPC's to show, the corporals in the towns will give you missions when your fame is higher then 0, just remember that most of these missions are pretty difficult, killing many 150+ enemies for example, but just the "killing the bandits" missions everytime you stop by zora you will get it up quickly enough . I went from 11 to 46 in one day ... though haveing a high level skill helps alot .
