This information is fine and dandy and already known to alot of people. However, one problem still remains and that question is coveredherealong with a little bit of discussion. It would seem that the *Capital Cities* are still currently missing the "Outpost Officers" that give out the guild missions that allow the guilds to take over an outpost.

Also, Outpost missions don't explain the plethora of Outpost ruins everywhere.
