Guild v Guild is confined to certain regions. Outpost battles are local to the outpost. FvF flag applies everywhere, all the time. Probably less than 5% of playerbase are almost always tagged up, probably at least 90% have participated in at least one outpost battle. Actively involved in PvP, less than 1%? (not me, so I don't really see much)
Atys is a living world fighting the war of natural selection, essentially all PvE, with PvP rules added on top.

I believe that raiding means going overt in a group to visit an enemy city. There is nothing to win or lose actively in game, but you go and try to occupy that city having some fun on both sides.
Proper raiding usage sais that you display a bit the force at the beginign then you retreat and let defenders gear up, regroup and declare before the real fight begins. Of course the people found overt at arrival will be killed (if you can) as they are by default expecting some fight.
Whatever the balance of the battle, usually defenders manage to get control of their city again be it by outnumbering little by little the attackers or if the attackers meet too little opposition and go home bored.
The fact that the faction channel is not available unless you are overt, as well as the idea that you prove your faith being overt even when you're not intending to pvp, made raiding a problem on Atys that is not usual in other games.
Kami visits to Yrkanis in this respect could be called "raiding" Yrkan

what i meant by raiding was that a large group of people, say a guild rather than a small group, is needed to take down an encounter.
