Problem with Particle effect on Waving Sword

Someone I team with has a Waving Sword that has a particle effect on the blade. When I get near this Sword, my system starts running really slow and the video gets very choppy. As soon as I step away from the Waving Sword or the Sword is put away, my video runs normally again.

I have tried to adjust the graphics settings but this seems to not have any effect. Even with all the special effects turned all the way down, I still have this problem. Anyone know what I can do to fix this problem? Is this caused by something in Antialiasing or Anisotropic filtering? Below is my system spec and I have all of the latest drivers installed.

Intel P4 3.0 Ghz cpu
1 gig memory
BFG Tech 6800 GT OC video card with 256 megs memory

i'd say updating your video card drivers as well as any windows updates

if not i'd say it's a problem with the card itself
