Actually, the meeting isn't so much an event for strategy and advanced warning planning as it is a charity event targeted at raising money for apartments. The raid system being brought online combined with the increased mob damage is Nevrax's solution to the complaint that apartments are worthless. Incidentally, apartments are being renamed "Bunkers" and will now come stocked with a week's worth of dehydrated carrots and a shortwave radio (which, unfortunately, will fill the "bunker's" storage to capacity).
