I would guess that since there are no mission rewards for quests other than fame/dapper and since there are no quests that are activated by fame levels, and since guilds cannot actually upgrade their halls to include trainers....

Well, lets just say I'd guess its not in the game. Along with an arseload of other stuff.

There are no quests at all yet, only tasks (Wich is why you can't get rewards for quests).
Quests will be introduced with Patch 2.
