How high of a level in combat should I go?

Wait til you try out the skills Fred, the confusion starts when you actually use the skills. The guide is pretty good in telling you what skills to get and what to watch out for when harvesting but there is almost no explaination of why you would use some of the skills and how to use them.

In general a player who chooses to play harvester primarely and seriously, is nothing without a nice powerfull punch and/or spell! I entrust everyone to learn fight or magic also!!

Harvesting around towns is fun, ok, but u will never, never find the real exiting mats like kitin larvas and such! The best stuff is hidden in the Prime Roots and without a certain fight or magic level you will be unable to forage or harvest there or in other dangerous places. Even with the help of a team you need to survive long enough to get what you dig for! And that will not happen when you still are on level 30 in self defence. In fact you don´t even survive the journey to the Roots most of the time.
Take that to heart!!

Well then my question is this. What did the devs or designers have in mind when they decided to allow a player to pick harvesting as all 3 of their skill areas?

Simple!
You will get more abilities from the start, when u pick all three harvesting packs.
You will have to buy a weapon to fight but you are then able to fight easily. To do magic you need to invest 50xp points to start with our first magic spell. And to craft you need buy the tool and the plans that you would get if you choose a crafting pack!
So you decide, do i take more packs of a certain skill to be better from the start but need to buy stuff or invest 50xp points for another skill? Or do i take three different skills but start with less abilities and have a slight disadvantage and got to invest only some xp?
Your choice.
So, it´s very reasonable.

Also, the combat skill tree allows you to put points into heath which is essential and cheap. Every skill requires 50sp to start except combat, which is nice. That means you can start getting those health level-ups quickly. With just 4 level-ups (which can be gained by just killing Yubos in 30 mins) you can gain 200 HPs. 4 more will let you increase your health regen. That will go a long way in keeping you alive in those dangerous areas.
