Reported this on patch day but wondering if anyone else experiencing:

The only "practice" mission you can access is Echelon 1, all others are grayed out. However if you choose Echelon 1, it says you are "too high". Work around is, do Echelon 1 anyway, which will allow Echelon 2 now , which will allow Echelon 3 .... and so on ..... You'll lose 20 of each certificate / material in the process (if you are Echelon 5) but at least you can continue.

A work around within the work around is to take Practice Echelon 1, hit accept .... then when it says you are too high, just stand there till it times out. Then take Practice Echelon 2 .... rinse and repeat until done.
