That sounds like the period of time in which GMT+/-0 players are usually online, so you may want to look for a European-centric guild.

Time Zone is indicated in thread title... 9 AM to 4 PM EST. Eastern Standard time so East Coast US or Canada. Pay attention.

Since I don't often play in that time frame, I can't know for sure who else plays during at that same time. However, I can tell you how to find them.
Press U ingame, that should bring up your user interface menu. Interface, In scene and then Players or Friends (if I recall properly, else, something along those lines.) I recommend turning on Guild Name and Guild Tag along with HP, Sap and Stamina bars, but you could decide to leave the bars off.
Now that you can see who is in which Guild, observe the players and note which guild tags you see the most often, who has interacted with you most and who you like to hang out with the most. Also, check Universe channel and see who talks there most often. Do a /who in region once in a while and see who is active. Then select the people you feel most confident about and send them a tell (/t name message) to ask them about their guild and/or look up if they have a guild post on the ingame forums.
Chose your guild wisely, they'll become like an ingame family to you. Switching guilds once or twice is acceptable, but if people see you with a new Guild Tag every other week they might hesitate to take you in. A new recruit is an investment in time and energy and guilds here often put an enormous effort into making their new people happy. Some (like Fluffy Bunnies) have a revolving door policy that allows member to leave the guild if they find a Guild that fits their needs better and come back if it wasn't the case after all, but not all guilds do.
