Yup, see this sort of thing a lot in obscure corners of Wastelands - behind the motega spot in SC; the Cuty spot in FD, etc. I get the impression it happens after each season's migrations/respawns - the mobs just stay in the corner where they're put until you get close enough to activate them.
3:1, 2:1, 1:1 ... probability factor of one to one; we have normality. I repeat: we have normality. Anything you still can't handle is therefore your own problem.
