Maybe I can see the guards taking part if a battle is actively going on in the city, but I think they should be attacking both sides to say "hey, take it outside." As if it were a fight in a bar. (Or, if possible, they could attack the person who first hits whomever).
I concur, in Kamist vs Karavaneer fighting, only the Kami and Karavan guards should interfere. Anyone with a Zoraï/Fyros/Tryker flag fighting a Matis flagged character in Yrkanis, gets zapped by the city guards.
It's been made quite clear that the current Kami vs Karavan 'war' is strictly a volunteer war, and the nations are staying out of it. That means the Yrkanis guards have an obligation to stay out of it. Their duty is only to protect the Matis citizens, regardless of whether those citizens are Karavaneers or Kamists. Thus they can't go around zapping Kamists in favor of Karavaneers.
At least, not until the Higher Powers run an event where king Yrkanis becomes a Jinovichian and declares membership to his Matis club will be exclusive to Karavaneers from now on and all Kamists will be purged from the Verdant Heights.
And from a game-mechanic view, I like the city battles too much to want the guards to break them up. Getting killed if you get too close to the enemy altar would really help with the spawn-camping complains though
