Good testing is actual *work*, and nearly any MMO developer will tell you, it's hard to find people who will make a serious effort to test. Most players just want to glimpse the new stuff, log off and go back to their main characters.
I agree completely; people in Beta should be Besta testing. Many will, I think. But there will certainly be those who only want to see the new patches and what-not before everyone else. But I think maybe a reason they chose the pre-orders, too, might just be for the simplicity of an easily isolated group to use instead of opening up a new application and selection process... That's just a guess though.
