MOBs lvl 50 to 100+ at dotted map lines ?

I am on Matis and on the map, where you see the big white dotted lines, I am finding that the MOBs are jumping from level 50 to 100+.

I have been to the south dotted line and am now at the north one. Both places have the same situation.

Why such a big gap in MOB level ? I was expecting to see a more progressive and linear one.

There is no jump at the Southern border. The mobs in Fleeting Garden are all lvl 50-100.

There is a jump at Knoll of Dissent. That is the 100-150 zone, and best done after Fleeting Garden.
