The other effect of this proposal.. is that killed people can stay dead longer..
Instead of having to respawn after five minutes, they can be kept as yellow dots until they choose to press their respawn button.
This means they can hang around longer trash-talking without anyone being able to nuke them, but they could do that across Region anyway. /ignore is appropriate under those circumstances.

/edit ..on further thought, If the non tagged heal has no effect on HP, just on the respawn timer, that would accomplish what I desire.
That is, the ability to preserve homin life, without interfereing in combat balance. The corpse still would need to be healed all the way up by a tagged healer.
Players intent on fighting will respawn anyway, to get back into the fight quicker. AFK players killed by griefers could be sustained until their pvp timer expires, and then rezzed.
