Personally I think its a coincidence. I was with my guild the other day and we had people joining and dropping from the team. Through out the whole debacle my decay rate was about the same. Another thing to note. I was in prime roots with a group of people of the same level and one hit destroyed my already damaged pants. That decay rate was fast cause my pants was only ql 50 and the mob was very high level. My teammate's lvl 100 armor did not decay as fast as mine even though he was getting hit just as much.

As you can't use higher level equipment without the stats for it, ostracism.
