I was just thinking that it reflects the number of players, but it also includes people on the free trial, as well as everyone who has ever subscribed to the game but are currently inactive.
Still... it does reflect the number of players somehow...

I wonder how many of those free accounts (either 14 day free trials back in the day or current ones) were made as Guild roster fillers to make more High Officers and Officers. But none the less grats!
