First off, Ive killed armkoo many many times, sometimes in a duo. I've never once been attacked by a homin doing it. Nor seen it happen to anyone else. If it does happen, its extremely rare.
Secondly, There's not alot of point in making pvp areas, if no one has any reason to go in them. Hey im happy to visit them just for a quick fight, but really there needs to be something that is contested over, and thats not a bad thing.

Non-PvPers are gimped, take the risk of PvP (and get flamed on the forums if you get upset about it), or miss out on the full range of non-PvP game content.
Gnookin and Armkoo in particular are a pain for me... I know they are only q220, but then, I dont get degrades 100% of the time crafting q220 100% sup weapons...
EDIT: RE your point on PvP regions needing content to get people to go there:
How bout give people a monthly choice (every time their sub goes thru for example) to select PvP or non PvP, see my non-PvP tag idea elsewhere. Frankly I personally would probably swap. A month of PvP, a month to relax, back and forth, ability to experience the full range of the game _without_ being forced into "consent" by hiding a huge chunk of the good stuff behind PvP.

But when you think about it, non diggers/crafters are gimped, if you dont want to dig you'll never be able to craft yourself q250 jewels for example. Or use the op mats you have secured from pvp. If you choose to do it, you get the rewards. If you choose not to, you have to arrange trades or do without.

I think comparing digging and crafting to PvP is a bit of a stretch tbh. They are skills you can choose to level or not, PvP actually upsets some people quite badly, and causes far more bad feelings between different playstyles.
I make 250 maces for people who dont dig. Dont ask for dug mats. In fact I'll do trades of sup mats, eg if people want to use my dug sups, I'll accept bossmats in exchange, and vice versa. And I know a lotta people who do the same, since even dapper have uses (I dont get people complaining its worthless... I have no problems buying grindmats, and if people find 8k / mat isnt enough to buy what they want, offer more!)
So you can do a hunt-only playstyle, or a dig-only (though frankly you need to do one or other if you are gonna craft) without excluding yourself from OTHER content... but you cant avoid PvP...

If you think you can trade enough to level a craft skill to 250, im pretty sure you can trade to attain anything that can be gained through pvp. And I know that you do

My issue is that I dont consider massive ammounts of double xp a proper "associated reward" to PvP. Or good digging spots. Or unique bosses. Or unique craft plans and tools.
Frankly for play balance, PvPers should gain:
Titles
PvP bonuses/malus
PvP only skills (imagine getting PvP XP and spending it on things like... "homin killer" craft plans, combat digging that allows you to pop useless sources under enemy packers for you to gas them with... the "when fighting homins only" credit for actions)
PvP only loot (if the vamp/crit mats only worked in PvP...)
OR
They need to give out cats/op mats/sups/whatever for doing stuff at RP events etc.
