No fvf allows everyone to access the OP content, in so far as everyone can join in at battles.

GvG would prevent this.

It's the opposite, GvG allows any guild ,however small, to try his luck.

Not quite.
I believe the difference they're talking about is...

FvF allows anyone to be a small part of someone else's battle.
GvG allows anyone to have a crack at it being THEIR battle.

People already are excluded from the content, they're just not excluded from the battle - assuming they want to take part in that.

*edit* - additional thoughts:

It would be beneficial for the community as a whole for the OP system to move towards GvG with a failsafe to prevent the elitism which some are afraid of now. It would be nice for a Guild to have the opportunity to take an OP without needing to rally to someone else's battle flag.

Guild vs. Guild is advertised as a feature of Ryzom. If OP's are going to be strictly controlled by faction dominated alliance politics... where's the GvG?

That's not true at all. Another server is dominated by a mixed faction alliance, and alliances on our own server corss faction lines, and include neutrals, in various places.
