Don't you think this could lead to people feeling contempt instead of hate? an "evil loser" may not impress many people, and people may not hate a char they do not fear. (well.. The only way I can see to do it is to treat your character as a fall-guy; don't play to beat the "good" characters, play to give them a challenge, but always let them win in the end. If you are ever successful in creating an unbeatable "evil" alliance, you kill the game for any players not in that alliance.
Think about it in terms of fiction, or TTRPGs. The bad guy is there, really, to be overcome. Not to win.
