A couple of things before I venture out into design (may not succeed).
1. Can I test the scenario prior to it going public?
2. If I set a quest for a group of players at lvl 51-100 will I be able to walk through it to check it all works even though my chars are only in the low end of that (i.e. if I make it tough enough to need a group how do I test?)

if you need to check it's tough enough there are only two options:
1) you have such an indepth knowledge of mobs and levels and teams and atys generally that you can visualise how a team of lv100's will manage against those 8 mean kipee
2) and probably the better option is you find a group of people to test it, from guild, or a request here. just let them in and no one else, but bear in mind that lv250 players even when using lower skills are not the same as lv100 players due to dodge/resists/etc
